Forklifts are classified as high risk work equipment in Victoria. That means you need a valid high risk work licence before operating one in a workplace. There’s no grey area here, and the requirement applies whether you’re a new hire or someone who’s been around warehouses for years.
The type of licence you need depends on the equipment. An LF licence covers standard forklift trucks, while an LO licence is required for order picking forklifts. Holding the wrong class, or letting your licence expire, still counts as a compliance failure. Training must be nationally recognised and meet WorkSafe Victoria standards to be valid.
Operating a forklift without the correct licence creates consequences for both the person behind the wheel and the business that allowed it. Regulators don’t treat this lightly because the risks to people and property are real.
At a practical level, unlicensed operation can lead to fines, regulatory action, removal from duties and disciplinary proceedings at work. If an incident occurs while an unlicensed operator is at the controls, everything escalates. Damage claims, injury liability and potential prosecution all become far more serious.
The licence exists to prove an operator has the knowledge and hands-on skills to work safely. It’s not just paperwork for the sake of it.
Workers caught operating without the right licence face personal fines and can lose their position. Beyond the immediate fallout, it affects future job prospects. Most warehousing and logistics employers require proof of a valid licence before you set foot on site, and a compliance breach on your record doesn’t help.
Employers carry even heavier exposure. Allowing unlicensed operation breaches duty of care obligations and can result in prosecution, significant fines and increased scrutiny of training records, supervision practices and overall site safety systems. After a workplace incident involving an unlicensed operator, the consequences compound quickly.
Fines and legal trouble are one thing. But the reason licensing requirements exist is because forklifts can cause serious harm. Collisions, tip-overs, falling loads, pedestrian impacts and unsafe manoeuvring all contribute to workplace injuries every year.
Proper training covers the practical skills that prevent these incidents: pre-start checks, hazard identification, load assessment, traffic management, correct shutdown procedures and clear workplace communication. These aren’t theoretical concepts. They’re the habits that keep operators and everyone around them safe.
“I’ve driven one before, so I should be fine.” This is one of the most common assumptions, and it’s provably incorrect. The same goes for “my boss asked me to move it just once” or “I’m only using it for a few minutes.” None of these scenarios remove the legal requirement for a valid licence in Victoria.
Overseas experience doesn’t automatically transfer either. And even licensed operators should be trained for the specific site, equipment and conditions they’re working in.
The path forward is straightforward. Stop using the forklift until you’re properly licensed. Work out whether you need an LF licence, an LO licence, or both. Then book into a nationally recognised course with an approved training provider and complete your training and assessment before returning to operation.
If you’re new to forklifts, that’s completely fine. Quality training providers support beginners with study materials, practical instruction and, in some cases, free re-tests so you’re not penalised for needing a second attempt. The goal is to build genuine confidence and competence, not just hand over a card.
